Graft Wrapper Regeneration

Janus now ships janus graft regenerate for static Zig graft declarations.

The command scans checked-in .jan sources for graft zig "path.zig" as name, parses exported Zig functions, and writes deterministic wrappers to graft/zig/. The --check mode verifies the committed wrappers and is exposed as the check-graft-wrappers build step.

Unknown or not-yet-classified exported Zig functions default to function-level {.profile: sovereign.} in generated wrappers. Inline graft zig do ... end remains an embedded-Zig escape hatch and is not materialized as Janus syntax.
